There is one option for a hitch step for your 2 inch hitch that won't extend out much past the bumper, and that's with a hitch step that flips up (and down), from Carr:

All of the other steps are going to protrude out a good distance from your 2 inch hitch, but since the step on this flips up and down, it won't stick way out will be the closest to the rear of your Tucson.

Thank you for the picture. Unfortunately, there isn't going to be a hitch for the 2017 Ram ProMaster 3500 that is compatible with that step. Even something like the Draw-Tite # 75882 which hangs down a little bit further than the Curt # C13295 is going to have the receiver blocked slightly by the step on the rear of your ProMaster.

I have a solution for you but there are not hitch steps that have a drop and fit a 2-1/2 inch hitch. First you will need a reducer sleeve such as # C45405. Then you could use hitch step # RHS2 which is 2 steps with the first step with a drop below the hitch receiver. I have attached for you some dimensions of the Hitch Stair with 2 Steps for 2" Trailer Hitches part # RHS2 that you can then use to determine if it will work on your 2014 GMC Sierra 1500 in the fashion that you described. The hitches that fit the 2021 Mercedes Benz Sprinter 2500 with the step bumpers like part # 75601 do sit lower than the vehicles that do not have the step bumper like part # 75549.
